RETURN TO AUSTRALIA OF UNSUITABLE OFFICERS
Now that Divisions are generally well staffed
with officers, there is no necessity for the retention
of officers who are not in every respect fully qualified
and competent.
Also - officers of long and good service now
feeling the strain, who do not desire to continue, might
be permitted to return to Australia for termination of
appointment.

LEVY ON PROFITS FROM ENTERTAINMENTS
AND CANTEENS.
The personnel employed in entertainments and canteens
in the field are paid by the Australian Government, and in addition,
the necessary transport and assistance in other various ways are
provided at Government expense.
It seems reasonable that some proportion of the
profits should be available to Australia and thereby assist in
however small a way in reducing the future taxation of the Australian
people.
It is proposed that a sum should be set aside from
the profits of these undertakings to be handed later to the Minister
for Defence to be specially earmarked in aid of wounded and distressed
soldiers.
It is intended that 20% of the net profits of Corps,
Divisional, Brigade, and other unit entertainments and 10% of the net
profits from canteens conducted by such formations and units should
be set aside for the purpose indicted.

PROPOSAL FOR LEAVE TO AUSTRALIA
- A few weeks ago consideration was given to the question
of the grant of special leave to Australia to all members of the A.I.F.
who left home in 1914. For various reasons, it was found impracticable to
approve of this.
2. The G.O.C., A.I.F. is now endeavouring to make arrangements
whereby permission may be given to a small number of officers and other
ranks to return in order that they may have two clear months in Australia.
3. On account of the shortage of reinforcements, and of
shipping facilities, the number to whom such permission can be given
must necessarily be limited, but it is hoped that it will be possible
to arrange for 1 officer and 14 other ranks from each Division monthly.
4. (a) Permission will be restricted entirely to officers and
to other ranks with clean conduct sheets who left Australia in 1914, and
is intended primarily to be given to those whose business and domestic
affairs necessitate their presence in Australia.
5. Divisions will forward to this office as soon as possible
the names of 1 officer and 14 other ranks to whom they recommend
permission be first granted, and thereafter will forward them to reach
this office on the 1st day of each month.
6. In the selection of those to whom permission is to be
granted, the following procedure will be observed .-
(i) Battalions and other units will carefully select two men
monthly, and will submit their names to the immediately higher
formation.
(ii) Brigades, and Headquarters, Divisional Artillery, will submit
such of these are are recommended by them in order of preference,
to Headquarters of the Division.
(iii) Divisions will carefully select their quota of 15 from all
recommendations received, and submit them to D.A.G., A.I.F.
(iv) All commanders concerned will ensure that only those who are
qualified in accordance with para. 4 are recommended.

(v) Preference in selection will be exercised in the
following order -
(a) Cases in which very distressing family or business
circumstances exist.
(b) Married men (not provided for in (a) )
(c) Unmarried men ( " " " " )
7. Special applications for return to Australia for
discharge or on leave may still be submitted by men who did not
leave Australia in 1914, and they will be considered by the
G.O.C., A.I.F. separately from the allotment of special leave,
but, as hitherto, can only be approved in most exceptional
cases.

TEMPORARY SUSPENSION OF PROMOTION
Excepting where promotion may be necessary for
command, in which case temporary higher rank may be approved,
it is proposed to suspend for the present all promotions in the
A. I.F. to afford an opportunity for vacancies being filled by
officers rejoining on recovery from wounds and sickness.
This will not apply in the case of promotion of
2nd Lieutenants to the rank of Lieutenant.

RETENTION AT DEPOTS FOR THE PRESENT
OF ALL INFANTRY SUBALTERNS AND CADETS
A.I.F. Depots to retain for the present at
Overseas Training Brigade, or temporarily allotted to
Training Battalions to fill any vacancies in cadres, all
Infantry reinforcement subalterns, recovered sick and
wounded subalterns, and subalterns graduated from Cadet
Schools.
Divisional Comm anders to inform D.A.G., A.I.F.
from time to time of the number of subalterns required
by units, and they will be sent for.
