Levy on Unit Profits
If to reduce taxation - most objectionable in principle

If earmarked for relief of married soldiers, it appeals to
sentiment
but when examined in detail
(a) many objections
(b) scarcely worth while
Is it retrospective. - If so, a hardship on Units
No units have entertainments except Division.
If levy made monthly; say,
Units when
Units if out of line can save for use when
in the line
The levy would operate to deprive men of mess comforts,
sports & Institution facilities
Amounts :-
Total from this Division £85 per month
i.e. £1050 per year
Say from A.I.F. £6000 or £7000 a year
(less cost of collection & auditing &c)
Only a fraction of sum we can raise in any captial city
of Australia in a single afternoon. -
Comforts alone £250 000 per annum
& this by no means only fund.
Anomaly of funds flowing both ways
→ After war, Comforts will stop; Units will want funds to carry on
‥ Not justified in depriving the men of present
benefits

It is intended to erect grave stones with
regimental designs on graves of all British soldiers.

NOTES In Brigades composed wholly of Battalions from
the same state absorb one Battalion and distribute
the personnel among the remaining three.

(b) Grouping of those Battns. into Bdes. organized by States;
(c) Interfering as little as possible with present grouping
consistent with territorial adjustments;
(d) Retention of consecutive number - 1 to 45;
(e) Reduction of Battns. approximately proportional to the
numbers now being maintained by each State;
