Dear General Monash
Many thanks for passing on

to me. I have seen Capt Phillips on parade

& remember being struck by his commanding

military appearance. I have never spoken

to him but learn from C/C 43rd Bn. that

he fails in educational qualifications

& throws some of his "h"s about. This

probably decided General Grimwade & as it

is rather a delicate matter to mention of

an officer he probably used age as a deterrent.

C/C 43rd considers he is quite happy in his

position & cannot understand his applying

for a transfer especially as it is not through

the proper channel, possibly his keenness

or gunnery & knowledge of vacancies in

Artillery prompted the application. He is

2nd in Command of a Coy. & seems to manage his marching etc. ok.

After perusing attached papers, please return them to
me. General GRIMWADE considers that Captain PHILLIPS, in spite
of his excellent services as a Naval Artilleryman, is too
old for a responsible command in the Divisional Artillery. -
This point of view rather suggests that he may also be too
old for a Company Command in the Infantry. At any rate, the
fact that he is applying for a transfer to the Artillery may
indicate that he is not happy in his present position. I am
sending you this note and the papers, solely to draw your
attention to the officer concerned. If you know anything about
him which you think I ought to know, please let me know.

FIRST AUSTRALIAN AND NEW ZEALAND ARMY CORPS
Headquarters,
22nd. September, 1916.
Headquarters,
A.I.F. Depots in England,
T I D W O R T H.
I am to attach -
(a) Statement showing the number of reinforcements
available in ENGLAND and at ETAPLES for the
Australian Divisions:
(b) State showing briefly how we stand with regard
to reinforcements other than Infantry:
2.- It will be seen that -
in the Artillery there are              268

   "     Engineers "                            238

   "      Pioneers      "                         178

   "      Machine Gun Corps           469

   "      A. A. S. C.                                695

                                                         1,848

over and above requirements, who are available for transfer to
Infantry.
3.- In addition, probably another 100 volunteers for transfer
to the Infantry could be obtained from the A.A.M.C. and a
communication is being addressed to the D.M.S., A.I.F., on the
subject, from whom, no doubt, you will shortly hear.

4. In allocating the transferees under "2" to Units, it should
be borne in mind that, as far as practicable, they should be sent
to a Unit of the District to which they belong, i.e., the
territorial organisation is to be adhered to: and, in addition,
regard must be had to the fact that the Infantry reinforcements
available in some of the Divisions already greatly exceed the
numbers required to complete, as the following Table will show -

  Total Strength
of Infantry
Reinforcements
in England
and at Etaples
Number Required
to complete
Infantry of
Division to
Establishment
  Other Ranks Other Ranks
1st Aust. Division 6,542 3,180
2nd Aust. Division    7,083 3,802
Fourth Aust. Division 4,713 4,673
Fifth Aust. Division  4,171 4,502
  22,509x 16,157

x NOTE - To this number may be added 1,848 on account of
the men referred to in "2", about to be
transferred.
It will therefore be necessary to transfer some of the
reinforcements of the First and Second Divisions to the Fourth and
Fifth Divisions - still adhering to the territorial basis - so as
to equalise matters - not only in regard to the total number of
reinforcements, but, as far as practicable, so that each Brigade
will have an equal number of trained reinforcements available at
the same dates.
