With reference to G.958 of 29th. instant, herewith
please find tabulation shewing in detail distribution of available person-
nel throughout this Section of Defence. With regard to this the follow-
ing considerations are submitted :-
-
The principle applied has been
xxxxto hold the front lines as
lightly as possible and to provide a succession of reserves for employment in the parts of the line where support or counter offensive proves most necessary.
2. The 15th. Battalion (Strength 567 of all ranks) is in Brigade
Reserve. This is the only reserve in my hands for counter offensive or
for the manning of interior lines. Moreover, since N. Z. M. R. Brigade
has gone into the front line this Battalion is the only force available
in a rear position as a general Divisional Reserve.3. It is submitted that the requirements of personnel for this Section
of Defence are to be measured, at the present juncture, not by what is actually needed to defend the line against attack and assault, but by
what is very urgently required during the next two or three weeks to
put the Defences and Bivouacs into a satisfactory condition and to
provide practicable communications for the impending bad weather. From this latter point of view I am of opinion that every man available
to me will be urgently required for works of this description for a
period of at least another three weeks.
