1. While it is entirely commendable for a Company
commander to endeavour to further the interests of
any man under his command, especially if he
believes such preferment to be in the interests of
the Company, yet the terms in which Lieut. Parks
has done this, in the present case, are, to say the
least, ill-chosen, and border very closely upon
impropriety.
2. It is not understood how a Private has been
allowed, for 3 months, to carry out the duties of
Company Quartermaster Sergeant without any recommendation.
3. As to the relative qualifications of the two
men under notice, the C.O. Battalion is solely
responsible for such a recommendation, and must
therefore be left an unfettered discretion in making
it. Usually there must be very strong reasons for
recommending that an N.C.O., if suitable and available,
be superseded by a Private.
4. In the present case, nothing is disclosed which
would justify my declining to accept the recommendation
of the C.O. Battalion .
