A further step has; been reached in Connection with the designs for the Australian war Remorial, and in order to refresh your memory I will review the position to dates A conpetition was held in 1925 for the design of the yar Memorial, mandatory conditions, being that accommodation mist be provided for the yar Hemorial collection, which wae specified in detail, for recording the names of 62,000 men who fell in the war, and that the total cost on the basis of 254 above Sydney costs for material and 5½ above Sydney costs For lnbour for the net building must not exceed 2250,000. Designs were examined by the Board of Adjudicators, which reported that none of the designs could be built for the money, that only one design came anywhere near the specified figure, and that only by means of an expedient which was questio 1ble From a point of view of the competition conditions. The Adjudicators recommended that the enthor of this design and the author of the design which attracted most from an architectural point of viey, should be asked to collaborate with a view to the production of a design which would embody the desired features and still be capable of construction, calculated on the compotition figure, for 2250,000. This recommendation was discussed at a meeting presided over by the then Minister for Home and Territories, Senator the Honourable Sir William Glasgon, at which the members of the Australian War Memorial Board, the Federal Capital Commssion and the Adjudicators were present, and it was decided to adopt the Adjudicators: recommendation and to award a number promunn as on act of Grace. The two Architects concerned, Hessrs. Sodersteen and Crust, were thereupon engaged to prepare a design, and they have been working at this ever since. In the process of their working they have had a number of consultations with Mr. Murdoch the Chief Architeet of the Comensealth Texks 3 Railways Inpartment, and members of the Enderal capital Commiasion, and a few week ago they submitted their final designs with the information that they could be constructed for 2250,000. There has been som dissatisfaction on the part of the competitors with the adjudication, and the Commission therefore viewed this question of costs as of vital importance. The desi ns which hare baen submitted are merely sketch plans, and ara not in any sense working drarings, and this increased the Aifficulty of arriving at a fair estinate of the cost. He has gone to a very great deal of trouble to arrive at a fair estinnte, and the result of his examination indicates the followings- (1) It appears clear tht the Architects lave been figuring on a design utilising freestone as the main building material, and on this assumption and on the Competition basis as to estimating, the Comussion estimites that the contract price for the building would be 8300,000. it is considered that In tis portion of th building nothing but Teverlasting iterials should be used, both inside and but, that is to say, the Cormissian cannot contemplite the walls being finished New in plaster but on the contrary considers that the pinterior anould be finished in matarials such as marble. The Comdssion feela very strongly that for Australia’s (3) principal yar Mamorial, located in the Hational Capital of Australis, the outslde facing wnterial should not ba af freestons, but should be of materia such as granite. The use of such a mterial would Trohably increase the cost of the building by approximately 250,000. I forward you herewith the design inmitted by Rasrs. Sodersteen and Crust, and shall be shad if you will be good enough to give me the necessary, directions he to the next step. It should be borne in mind that in addition to the cost mentioned above, interest during construction of the Rmorin mist be added, and also a figure to cover the Commasion's overhead costs, whilst the treatment of the terraine in the Vicinity of the Memorial, roads, footpaths, steps and entrance cates, would probably absorb 220,000. The, total cost of carrying cut this design is therefore so much in excess of the funds which the Commmission understands are available for the Memorial, that only two alternatives appear to be possibles- (1) To mke additional funds available; or To reduce the war Exmorial collection very considerably, (2) to such an extent as would reduce the cubie content of the building to a figure at which it would be possible to keep within the stipulated amount. The amount of reduction required scom, to indicate that this is out of the quastion. In either of these events the only possible course appears to be to reopen the competition on the new basis. MEMORANDUM  For -
The Honourable the Minister for Home and Territories.
Australian  War  Memorial.
A further step has been reached in connection with
the designs for the Australian War Memorial, and in order to
refresh your memory I will review the position to date:
A competition was held in 1925 for the design of
the War Memorial, mandatory conditions being that accommodation
must be provided for the War Memorial collection, which was
specified in detail, for recording the names of 62,000 men
who fell in the war, and that the total cost on the basis of
25% above Sydney costs for material and 5% above Sydney costs
for labour for the net building must not exceed ₤250,000.
Designs were examined by the Board of Adjudicators, which
reported that none of the designs could be built for the money,
that only one design came anywhere near the specified figure,
and that only by means of an expedient which was questionable
from a point of view of the competition conditions.   The
Adjudicators recommended that the author of this design and
the author of the design which attracted most from an
architectural point of view, should be asked to collaborate
with a view to the production of a design which would embody
the desired features and still be capable of construction,
calculated on the competition figure, for ₤250,000.   This
recommendation was discussed at a meeting presided over by the
then Minister for Home and Territories, Senator the Honourable
Sir William Glasgow, at which the members of the Australian
War Memorial Board, the Federal Capital Commission and the
Adjudicators were present, and it was decided to adopt the
Adjudicators' recommendation and to award a number of
premiums as an act of grace.
The two Architects concerned, Messrs. Sodersteen and
Crust, were thereupon engaged to prepare a design, and they have 
been working at this ever since.   In the process of their working

and members of the Federal Capital Commission, and a few weeks 
ago they submitted their final designs with the information

The designs which have been submitted are merely sketch plans,

difficulty of arriving at a fair estimate of the cost. It is 
quite out of the question to produce working drawings and take 
out quantities in detail for the reason that it would involve

arranged for Commissioner Sir John Harrison to very closely
examine the designs and prepare an estimate of cost.  He has gone
to a very great deal of trouble to arrive at a fair estimate, and
the result of his examination indicates the following:-

(1) It appears clear that the Architects have been figuring

material, and on this assumption and on the

would be  £300,000.

building nothing but "everlasting" materials should be 
used, both inside and out, that is to say, the
[*(2) New*] Commission cannot contemplate the walls being finished
in plaster, but on the contrary considers that the
interior should be finished in materials such as marble.

(3) The Commission feels very strongly that for Australia's  
principal War Memorial, located in the National

Capital of Australia, the outside facing material

should not be freestone, but should be of material

probably increase the cost of the building by

approximately £50,000.

I forward you herewith the design submitted by
Messrs. Sodersteen and Crust, and shall be glad if you will be
good enough to give me the necessary directions as to the next
step.  It should be borne in mind that in addition to the cost
mentioned above, interest during construction of the Memorial

In either of these events the only possible course

appears to be to reopen the competition on the new basis.

finalise arrangements with the Architects, Messrs. Sodersteen & 
Crust.
