1. The granting of applications for non-military employment (vide General
Instructions No 5 Annexure B) has been hitherto ^been regulated by the
principle that it can only be granted ^made only to those who can be spared from
their military duties, and for whom no military employment is available. -
2. A considerable number of members of the A.I.F., employed on Staff of
Units in the field, or Unit Cadres, and on the sStaff of Depôts in France
and England, of Administrative and Demobilisation hHeadquarters andsServices, and elsewhere, have hitherto been unable to take advantage
of such facilities. -
3. The time is approaching when all such duty personnel can be considerably
reduced ^in numbers those in France during May and June ^& July and those
in England during June July and August. ^and August.
4. Immediate steps will now be taken by all Commanders and by Heads
of all Departments to ascertain to what extent the members of their
Staff and other duty personnel desire to submit applications for non-military
employment ^such employment to be undertaken as and when the applicant's
military service can be dispensed with. -
5. The grant of all further applications for non-military employment will
be, hereafter, governed by the following conditions: -
(a) All applications must be lodged by with this Department by June 2530. 30 June 30.
No such applications receied after that date will be considered
(b) No application should be submitted unless the applicant can be
released from his military duties before July 31. - The date
by which he can be released must be stated on the application
form (A.I.F. Form 540) in reply to para 7 thereof, & certified to
by the applicant's Military Commander or Department Head.
(It will facilitate the administration of these Instructions if
the earliest possible date of such release is stated in each case)
(c) No grant of non-military employment will be made which would
involve such employment after Oct. 31., ^except in very special cases - By thisat date ^at latest all
personnel undergoing non-military employment must become
available for repatriation to Australia.
[*Special
Cases
March 30th*]
6. The conditions stated in para. 5 will apply hereafter to all
applications for non-military employment from all members of
the A.I.F. and not merely to ^to those from the duty personnel referred to
in para. 2. -
7. Any member of the A.I.F. who cannot ^in the interests of the service be released from military duty
by July 31, must be definitely informed that they he must forego any
oppo these privileges, as otherwise the finalization of demobilization
would be indefinitely delayed. - Commanders and Heads of Departments
should, however, when arranging for the reduction of their
duty personnel, give preference in release, wherever practicable,
to those who ^have notified their wish to apply, and whose applications appear to them
to be meritorious and bona fide.
8. The provisions of these regulations will also be applicable, in principle,
to applications made by duty personnel for "Discharge elsewhere
than in Australia", and for "Extended Leave without pay"; but all
such applications there will be no conditions as to dates, and
each case will being considered on its merits, having regard to the date
when made must be lodged before Aug. 31, stating the date from which
it is desired that the application should take effect.
