SHIPPING SITUATION.
NOTES OF CONFERENCE WITH CAPTAIN PARKER ON 8.4.19.
The following shipping may be regarded as absolutely
certain to embark troops between now and the end of April, namely,-

On above basis and counting from after the sailing
of the "Plassy", the total embarkations by the end of April will
have reached roundly 25,000, as against the Ministry of Shipping's
promise of 38,000, or their modified promise of 34,000.
There is thus a shortage of from 9,000 to 13,000
for the period, according to the reading of the "promise".
Captain Parker has urged the Ministry of Shipping
to make every possible effort to make good this shortage to the
extent of at least 9,000.
In pursuance of this, the Ministry of Shipping has
concentrated procedure with a view to accelerating the preparation
for embarkation of the following ships, namely, -

I informed Captain Parker that movement of troops
from France would have to be regulated not only by the fulfilment
of above programme but also by the expectations for May. I asked
him to foreshadow the probabilities for the first week in May, and
he gave the following:-

I asked Captain Parker to state what would be the
absolute minimum we could depend upon for the month of May under
the worst possible circumstances irrespective of the shipping
for 9,000 which was doubtful for April, and he gave me the
figure as 22,000.
He has definitely demanded from the Shipping
Ministry shipping for 31,000 for May, over and above the above
tentative April programme.
I then said that I should arrange my movement of
troops during April and May to meet above expectations.
