Sorer 5 av 7.1.19. NOTES OF INTERVIEN WITH PRIXE MINISTER AT HAMPSTEAD ON JANUARY 5th, 1919. Discussed the anxieties of Australia regarding personnel arriving other than in organised Units. Explained that it was impossible to commence shipping organised Units until after the Depots in England had been cleared, about the beginning of February. Submitted to Mr. Hughes a draft of cable informing Australia of the true position. He gave his authority for me to have this sent. Discussed the question of final embarkation from French 2. or British ports, or both. Explained my reasons for wishing to confine embarkation to English ports and stating that G.H.9. agreed with me but that the War Office was inclinced to make difficulties. Mr. Hughes instructed me to draft a letter for him to sign which he proposes to send to Lord Milner on this subject. I explained my general scheme of demobilisation, to which Mr. Hughes gives a general concurrence. I raised the question of leave from Egypt. Mr. Hughes says that the Australian Government has definitely committed itself to the grant of such leave, but he recognises the eifficulties involved as regards shipping and in consequence the delay to general demobilisation. He instruets me to cable to Egypt asking how many are likely to avail themselves of leave and conveying to them that if this privilege is likely to be required for considerable numbers, it may be impossible to grant it owing to shipping difficulties. efpeet Subsistence allowance. I explain the st of Defence Department's last cable as not appreciably improving the position. I submit draft cable on this subject Mr. Hughes is sympathetio. for him to send.- He agrees to send it, (and it was in fact sent the same night with small additions.) Subsistenee allowance to men in non-military employment. In consequence of Australia agreeing to raise the daily rate from 4/- to 6/- I propose to increase the allowance to non-militarly employed personnel, as minimym subsistence from 28/- to 42/-. Mr. Hughes agrees to this. Mr. Hughes refers to the memorandum authorising me to cable without reference to him on matters of detail while he is away in Paris, and tells me that he proposes to further modify the memorandum so as to give me still greater freedom.
