Leave to Australia of personnel who embarked from
Australia in 1914 - Instructions re striking off
strength, retention of rank, replacement &c.
1. Officers and other ranks who having embarked from Australia
in 1914, are granted leave to Australia will be struck off the
strength of their units as from the date of entrainment to port of embarkation.
2. (a) Vacancies for officers, warrant officers and non-commissioned
officers caused by the striking off strength of the abovementioned
personnel will be filled as follows -
Officers - (i) By the grant of commissions to the extent considered
necessary;
(ii) In ranks above that of Lieut. by the grant of
temporary promotions.
Warrant and non-commissioned officers - By temporary promotions.
(b) No warrant or son-commissioned officers or man who is eligible
for and desirous of leave to Australian is to be promoted to a
commission to replace an officer on leave unless he is willing to
forgo his leave for at least 12 months.
(c) Promotions of officers to higher rank than Lieutenant and of
warrant and non-commissioned officers to replace personnel who
have proceeded on leave to Australia will not be made substantive
but such officers and N.C.Os. will be eligible for any other substantive
vacancies which may occur in the unit and when promoted
to such substantive vacancies other temporary promotions may be
made in the place of the personnel on leave.
3. Officers and warrant and non-commissioned officers who, having
embarked from Australia in 1914, are granted leave in Australia will
retain during their absence on leave any temporary or extra regimental
ranks held by them, except in the case of officers and other ranks
eligible for leave who, after September 15th, are granted temporary
promotions to replace officers and other ranks respectively who have
proceeded on leave. Such officers, warrant and non-commissioned
officers will relinquish such temporary ranks as from the date of entrainment.
4. In view of the provisions of para. 3 it is undesirable that
officers and other ranks who are themselves eligible for leave to
Australia should be granted temporary promotions to replace other
personnel who have proceeded on leave to Australia, but should it be
considered advisable to grant such personnel such temporary promotions
care must be taken by C.Os. to relinquish their temporary
ranks as from date of entrainment.
