DEPARTMENT OF EXTERNAL TERRITORIES.
Canberra, 2nd December, 1943.
814/2/4000.
Dear Sir,

I refer to your letter of 17th November, 1943, addressed
to the Department of External Affairs, Canberra, and forwarded
to this Department, in which you enquire concerning the prospects
of obtaining post-war appointment in an administrative capacity
to a position in one of the Islands in the South West Pacific
under Australian administration.

The only Islands under Commonwealth control in the South
West Pacific area are the Territory of Papua and the Mandated
Territory of New Guinea. It is not possible in the circumstances
at present prevailing to indicate what opportunities for securing
an appointment of the nature desired by you will exist when Civil
Administration is re-established in those Territories, but your
name has been recorded in this Department for consideration when
candidates are again being recruited for service therein.

For your information, I enclose herewith statements (2)
containing particulars of the terms and conditions which formerly
attached to appointments in the capacity of Clerk and Cadet in
the New Guinea Public Service.

Yours faithfully,

J. R. Halligan
(J. R. HALLIGAN)
Assistant Secretary.

A.N.G.A.U. APPLICATION FOR APPOINTMENT
TO THE DISTRICT SERVICES.

1.  Applications are invited from members of the AMF for
appointment in the District Services of the Australian New Guinea
Administrative Unit (A.N.G.A.U.) This Unit is a formation of the
AMF and carries on the functions of the former Civil Administrations
of the Territory of Papua and the Mandated Territory of New Guinea.
2.  Australian New Guinea (comprising both the abovementioned
Territories) has been divided into a number of districts for purposes
of Administration, and each is administered by a District
Officer and a staff including Assistant District Officers and Patrol
Officers. The positions for which applications are invited are those
of Patrol Officers in the District establishments. The duties
appertaining to those positions are concerned with all aspects of the
administration of areas under control and the extension of Government
influence amongst the native population.
3.  The most favourable age for applicants as Patrol Officers
will be 20-25 but applications will be considered in cases of special
qualifications from applicants who have not passed the age of 35.
4.  Applicants who have passed the Leaving Certificate or senior
examination of any State or have qualified for matriculation for any
Australian University or who have attained at least an equivalent
educational standard will not be required to pass any educational or
intelligence test before being considered for selection. In other
cases the applicant may be required to pass a special test before his
application is dealt with.
5.  Applicants will be medically examined before selection.
6.  Selected applicants will be appointed to A.N.G.A.U. on
probation until they have completed a period of not less than 12
months field training and taken a course of about 15 weeks' duration
at an Army School of Administration which is now being formed.
Appointees who satisfactorily complete this field training and course
will be confirmed in their appointment to A.N.G.A.U.
7.  Appointment to A.N.G.A.U. on probation will be in the rank
held by the applicant at time of selection provided that selected
applicants of higher rank than Lieutenant will be required to accept
a reduction in rank to Lieutenant. Selected applicants below the
rank of Lieutenant will be eligible for promotion during the period of
field training. Upon satisfactory completion of the field training
and course appointees will be posted to A.N.G.A.U. with the rank of
Lieutenant.
8.  It is desirable that the applicants should be prepared to make
service in the Civil Administration of Papua or New Guinea their
career. Selected applicants who are ultimately confirmed in their
appointment to A.N.G.A.U. will be eligible for appointment to the
Public Services of the Civil Administrations of the Territories when
such Administrations are reconstituted. The terms and conditions
of appointment to the Civil Administrations will be a matter of
future Government definition.
9.  Applications should contain the following information, and
be forwarded through normal channels to reach LHQ on or before
16th November, 1944.
