Dear Sir,
I refer to your letter of 17th November, 1943, addressed
to the Department of External Affairs, Canberra, and forwarded
to this Department, in which you enquire concerning the prospects
of obtaining post-war appointment in an administrative capacity
to a position in one of the Islands in the South West Pacific
under Australian administration.
The only Islands under Commonwealth control in the South
West Pacific area are the Territory of Papua and the Mandated
Territory of New Guinea. It is not possible in the circumstances
at present prevailing to indicate what opportunities for securing
an appointment of the nature desired by you will exist when Civil
Administration is re-established in those Territories, but your
name has been recorded in this Department for consideration when
candidates are again being recruited for service therein.
For your information, I enclose herewith statements (2)
containing particulars of the terms and conditions which formerly
attached to appointments in the capacity of Clerk and Cadet in
the New Guinea Public Service.

TERRITORY OF NEW GUINEA.
APPOINTMENT OF CLERKS IN THE PUBLIC SERVICE.
The Public Service of the Territory of New Guinea is organised into eight (8) Departments in which provision has been made for clerical offices as indicated hereunder:–

2. The salary scales of the clerical offices range from a position carrying a minimum salary of £300 per annum and a maximum of £408 per annum, to a position carrying a minimum of £480 and a maximum of £552. The number of offices in each of the several classified grades is as follows:–

3. The Headquarters of the Departments are located in Rabaul, but appointees to the Service may be required to serve in any part of the Territory. Upon arrival in the Territory appointees are allotted to whichever Department has a vacancy on its staff at the time of their arrival.
4. Appointments are made in the first instance in the capacity of Clerk Cadet on the salary scale £300–408, with salary at the rate of £300 per annum, advancement to the maximum salary of £408 per annum is, subject to the provisions of the Public Service Ordinance and Regulations, by annual increments of £18 each.
5. An officer occupying a position of Clerk, £300–408, may not be advanced beyond a salary of £408 per annum until he is promoted to an office carrying a higher maximum salary.
6. Males (unmarried) between the ages of 20 and 30 years are eligible for appointment. Applicants must have passed any one or more of the following examinations:–
Leaving Certificate Examination,
Senior Public Examination,
Matriculation,
Commonwealth Public Service Clerical Examination
or examination of equivalent standard.
A knowledge of shorthand and typewriting would be a desirable additional qualification to those abovementioned.

7. Before appointment, selected applicants are required to
pass a medical examination by a Medical Officer nominated by the
Prime Minister's Department. Appointees are required to meet the cost of such examination.
8. Appointments are made, in the first instance, on probation
for a period of twelve months which may be extended for a further
period not exceeding twelve months. If the appointment is confirmed
and the appointee becomes a permanent officer of the Service, he is
required to contribute to a Superannuation Fund at the rate of 5%
of his salary.
9. Payment of salary commences from the date upon which the
appointee is required to leave the capital city of the State in
which he resides. Railway and steamer fares to Rabaul from the
capital city of the State in which the appointee resides at the
time of appointment will be paid by the New Guinea Administration,
but no freight on furniture, if any.
10. In the event of the appointee not remaining in the Service for
at least twelve months, he may by required to refund the cost of his
passage to Rabaul and to make his own arrangements for his return to
Australia.
11. After 21 months' service, three months' recreation leave
may be granted. Service for the purpose of this leave commences
from the date upon which the appointee reports for duty in Rabaul.
12. When proceeding on approved recreation leave, the Administration
may authorise the grant to the appointee of a first class return
passage between any port in the Territory and Sydney, N.S.W., on the
payment by the appointee to the Administration of an amount equal to
45% of the cost of such passage. The grant of such passage may
be made not more than once in any period of two years.
